Although they say it's "shall issue" , it's submitted thru the Sheriff and any Police Dept, Sheriff and 3 other agencies can deny it.... then you have to appeal it to a review board. Also, from the list...... it seems to ban nearly every public place you could be. ..... wow, what a list.

Looks like the Governor of Illinois got a 60 day review time period from the courts, and plans to try to drag it out for at least 6 months if he can.... and refuse to delay and not sign anything at all, if he can get away with it.
Didn't we all know they would do this if they could ? Anyone surprised ?

You can count on the Crooks who run Chicago to keep the whole state tied down in court rulings and citizens will never be allowed to legally carry in Illinois.

Well, now the Gov. has modified the bill & vetoed the version that passed. If the Legislature doesn't vote against the changes, as I understand how their system works, then it becomes law with those changes. It looks like they have a "veto proof" votes... to over-rule the Gov and kill his changes. He added in that AR's should be "local" regulations, as to whether they ban them or not, etc. Sounds like he is kissing up to Chicago so that they can do whatever they want to do, and ignore any State pre-emption on things. www.guns.com/2013/07/02/breaking-illinois-gov-quinn-uses-amendatory-veto-power-rewrites-concealed-carry-bill-video/Amazing all of the things he changed, and the areas he made more restrictive.

Even some critics of the law argued it was better to approve something rather than risk the courts allowing virtually unregulated concealed weapons in Chicago, which has endured severe gun violence in recent months.
The Senate voted 41-17 in favor of the override Tuesday afternoon after the House voted 77-31, margins that met the three-fifths threshold needed to set aside the amendatory veto. Quinn had used his veto authority to suggest changes such as prohibiting guns in restaurants that serve alcohol and limiting gun-toting citizens to one firearm at a time.

Now we get to see if a permit is issued to anyone ever. Or if it takes 3 yrs to get one. State .. has 180 days to have all training material, training requirements, methods to apply, and certified instructors all developed within that time. However, they say they have already done it.... and even offered a website addy where anyone could obtain the information. I think a lot of them just told Chicago, they were tired of them trying to rule the state. This also means, that cities are pre-empted on several things as well.

I haven't read up on it much. I am happy for them if it indeed will allow the citizens of Illinois to carry.
Nothing says the mob won't get the law repealed after it has the court order complied with. Then they say we had it and didn't like it and we voted to do away with it.
