Sadly, this same mentality was in our schools system long before this. I remember some comments from teachers to the same effect...in the 70's. In fact, they believe this to be the basis for all law and regulation.

Did you hear about the one in ... I think Mass. ?
the teacher sent home a sheet with the kids that included things like.....
the Constitution is a "living document" and is must be changed to fit the times. the 2nd Amendment , is NOT an individual right, and the Courts have never ruled that it is. the 2nd Amendment, does NOT give an citizen the "right" to own a gun. Gun ownership is for hunting purposes only.
And, then it got much much worse.
Welcome folks.... it is part of the CORE PRINCIPLES that they are pushing on all of the States to accept, including in Kansas.... and being argued "now" .... some legislators are trying to stop the Ks Dept of Education from adopting it. The Dept of Ed. have already voted TO adopt it for Kansas.

That is why it is necessary to teach your children and grand children your principles. If I had found that kind of paper I would have went to the school and had a discussion with the teacher, principal and superintendent.
As for the State or Fed curriculum it is up to the parents to decide on that too.
