This bill passed the full House yesterday with a vote of 119 to 3 and now goes to the Governor for signature! See how the House voted below.
SB 21
RIGHT TO CARRY REFORM
SB 21, introduced by the Senate Federal and State Affairs Committee, is a Right-to-Carry reform that would make a number of important changes. The most substantial change would allow for universal recognition of non-resident carry permits. In other words, any law-abiding visitor from out-of-state with a valid state-issued carry permit would be allowed to carry a concealed handgun in Kansas. This change would not only benefit concealed carry permit holders in other states, but it will also make it more likely that other states will recognize Kansas' carry permit.
Also under SB 21, new Kansas residents who hold a valid concealed carry permit from their previous state of residence would be able to instantly apply for a Kansas permit instead of waiting to acquire their official Kansas resident status. New residents would be granted a temporary "180-day receipt," to carry on their old permit while their application is considered and processed. The state Attorney General would also be able to create a list of states which meet or exceed Kansas' requirements and that would automatically qualify for recognition for issuance of a Kansas permit.

Eagle, thanks for keeping us abreast! At least they made going past any gunbuster not a crime. Otherwise, I would be more concerned about the buildings/premises language. Still, I hope that got fixed in the final version.

Today the Governor signed SB 21.
Personal note: I understand (but have not looked the bill) that it is law as soon as it's published. So the Kansas Registry may be worth watching if you are interested. Updates on Thursdays.

Usually most new state laws in KS aren't effective until July 1st. I'm guessing that will be the case this time around as well.

It can be "when published' , or a specific date, or they will specify July 1 when new laws are reprinted. This one is supposedly "when published".

I wonder if my Bowie knife would be legal to carry under this law... LOL.
Actually , especially when I go to the farm, I have a couple of nice knives I'll like to be able to put on my belt and leave them there, but .... take them off every time I have to run to town for something.

I think it has always been legal to open carry a belt knife. Just not to conceal one.

I posted the "Kansas now recognizes all valid CC licenses from other states" in a couple of National forums (with links to the new law). That has brought on some interesting discussions, including some states that are now looking at doing the same thing, which would expand reciprocity.
The guys in NY, Calif, etc. hate it .....that their states are only getting more restrictive.
